I've designed a custom header in Illustrator that is exactly the 1600px X 150px; however, when I upload it, about half of it gets cropped off at either end. If Wordpress forces me to crop it when I upload, it looks pixelated, AND still gets cropped.
I've seen a few other threads on this. For example, where you say to modify padding in /options/css.php, but I don't see where to access that from Wordpress.
Can anyone please recommend a fix for this problem?

I checked the wrapper and masthead widths to create a header of the same size (900 px X 150 px) and it still gets chopped off when I upload it.
You should act exactly in this order:
1. Set the size in the options
2. Create the image of this size
3. Upload the image
You should not upload image before point 1.
